CONSTITUTION AND BY-LAWS
ARTICLE I NAME
This organization formed on March 1, 1962, shall be called the Wisconsin Women’s Public Links Golf Association. Further identified within as the WWPLGA or the Association.
ARTICLE II OBJECTIVE AND PURPOSE
To provide organized competition for women and to promote women’s participation in public links golf in the State of Wisconsin.
SECTION 1. The Club membership of this Association shall be comprised of organized women golf clubs (leagues) that pay the dues and golf courses that pay the dues for the women who keep a handicap at their course. All other golfers would have to pay an individual membership.
SECTION 2. Any eligible Public Links Club and its members may be admitted or rejected, by the WWPLGA Executive Committee and the Board of Directors, after a review of its application.
SECTION 3. Individual membership. Any amateur golfer, who has an official USGA/WSGA handicap index, may be admitted or rejected, by the WWPLGA Executive Committee and the Board of Directors, after a review of her application.
ARTICLE III OBLIGATIONS
SECTION 1. The acceptance of membership in this Association shall bind the Member club/course, individuals of member clubs/courses and persons with Individual membership to abide by the Constitution and By-Laws and Rules of this Association and to accept the decisions of the WWPLGA Executive Committee and the Board of Directors.
SECTION 2. Refusing or neglecting a strict and honorable compliance with the Constitution and By-Laws and Rules of this Association, or with the decisions of the Board of Directors, shall render such Member club/course and/or Individual member liable to suspension or expulsion by a two-thirds vote of the Executive Committee and the Board of Directors.
SECTION 3. No Member club/course or Individual member may be disqualified or deprived of any privileges without due notice and formal charges with specification having been made in writing and an opportunity having been provided for their defense
SECTION 4. Any eligible Member club/course or Individual member, approved by the WWPLGA Executive Committee and the Board of Directors, who pay their dues, shall be immediately eligible to participate in WWPLGA events.
ARTICLE IV OFFICERS AND ELECTIONS
SECTION 1. The Executive Committee of this association will consist of the elected officers:
President
Vice-president,
Secretary
Treasurer
and the non-elected officers:
Past President
Historian
USGA Representative/Rules Chairperson
WSGA Representative
SECTION 2. The elected
officers shall be elected by a majority vote at the annual Fall meeting of this
Association.
President-1 year term
Vice-president-1 year term
Secretary- 2-year term
Treasurer-2 year term
SECTION 3. All elected officers have the option
to serve for a second term or longer with the approval of the Executive
Committee and Board of Directors.
SECTION 4. All non-elected officers may maintain
their office indefinitely with Executive Committee approval. Each non-elected officer is
responsible to find her successor, subject to the approval of the Executive
Committee, once they relinquish their office.
SECTION 5. All elected officers of the Executive Committee must attend all meetings of the Association; the President or Presiding Officer must duly excuse any absence. An officer who cannot execute her duties shall submit her written resignation to the President immediately.
SECTION 6. In the event of a vacancy in any office, the Executive Committee shall appoint a successor to fill the unexpired term.
ARTICLE V BOARD OF DIRECTORS
SECTION 1. Delegates.
a. Each Member club/course that paid their dues for the year may appoint a delegate and an alternate, either of whom is responsible for representing their club at the Annual Spring/Fall Meetings and any special meetings that may be convened by the WWPLGA President.
b. Each Member club/course member, regardless of size shall have one vote. Each Individual member shall have one vote.
ARTICLE VI MEETINGS OF THE ASSOCIATIONS
SECTION 1. The President shall hold the Executive Committee Meeting prior to the Annual Spring/Fall Meeting of the Association, with the date/time/place to be set by her.
SECTION 2. The annual Fall meeting of the Association shall be held within the period of October 1-November 1, with time and place to be set by the Executive Committee.
SECTION 3. The annual Spring meeting of the Association shall be held within the period of April 1-May 1, with time and place to be set by the Executive Committee.
SECTION 4. The WWPLGA president may call special meetings as needed.
SECTION 5. Written or e-mail notice stating the place, day, and hour of the meetings shall be sent at least 10 days before the date of the meetings to each Member club/course via each delegate and to each Individual member. A notice will also appear on the web site.
SECTION 6. Each member of the Executive Committee, each delegate (or alternate) from each Member club/course, and each Individual member shall be entitled to one vote upon each matter submitted to a vote at a meeting of the Association.
SECTION 7. The members of the Executive Committee, the delegates (or alternates) from the Member clubs/courses, and Individual members who are present at any designated meeting shall constitute a voting majority.
SECTION 8. Proxies shall not be allowed or recognized.
SECTION 9. The following order of business shall be observed at the annual meeting of the Association:
a. Roll Call
b. Reading of minutes
c. Secretary’s report
d. Treasurer’s report
e. Auditor’s report-Fall Meeting
f. Committee
g. Unfinished business
h. New business
i. Election of officers-Fall Meeting
j. Adjournment
ARTICLE VII AMENDMENTS TO THE CONSTITUTION
This constitution may be amended by a two-thirds vote of the Executive Committee, Board of Directors, and Individual members present. Any amendment or revision shall be proposed in writing to the secretary, and notice of such amendments shall be given by the secretary to each board member at least (10) days prior to the meeting at which such amendments are to be voted upon.
BY-LAWS
ARTICLE I DUTY OF ELECTED OFFICERS
SECTION 1. The President shall:
a. Preside at all meetings of the Association.
b. Appoint any special committees with the consent of the Executive Committee.
c. Ex-officio member of all committee except the Nomination Committee.
d. Appoint an auditing Committee prior to the Fall meeting.
e. Upon expiration of her term she shall serve in an advisory capacity for the period of one (1) year.
SECTION 2. The Vice-President shall:
a. Assume duties of the President in her absence.
b. Serve as Tournament Manager. All tournament committees will report to her.
c. May succeed to the Presidency.
SECTION 3. The Secretary shall:
a. Keep records of all meetings of the association, the Executive Committee and
the Board of Directors.
b. Issue announcement of such meetings at least (10) days prior to such meetings.
c. Keep a roll of the Club and Individual membership and Delegates/Alternate
Delegates and send copies to Directors.
d. Take charge of all correspondence, papers, and documents belonging to the
Association.
e. Make a copy of the minutes of the meetings held by the Executive Committee
and by the Board of Directors and mail to each member serving on the
Executive Committee and the Board of Directors within (10) days of the meetings.
f. In her absence a Sec-Protem shall perform her duties.
SECTION 4. The Treasurer shall:
a. Bill and collect all monies due the Association.
b. Disburse the same under the direction of the Executive Committee.
c. Report in writing the state of finances when required by the Executive
Committee or the Board of Directors.
d. At the fall and spring meeting present a financial report. If the financial records have not been audited by the Fall meeting, the audit report shall be presented at subsequent Spring meeting.
e. Provide the Secretary with a record of paid members, Club and Individual.
ARTICLE II DUTY OF NON-ELECTED OFFICERS
SECTION 1. Past President shall:
a. Serve in an advisory capacity for the period of one (1) year.
SECTION 2. Tournament chairs shall:
a. Find the course to host her tournament upon the approval of the Executive Committee.
b. Be in charge of the event from start to finish overseeing every detail …food, trophies, volunteers, prize money, pairing sheets, spotters, etc.
c. Frequently updating the Vice-President on decisions being made for the tournament.
d. Complete three (3) Tournament Report Sheets within the year: one to be given to the President, Vice-President, and Historian.
e. Upon termination of her office will act as an advisor to her successor for 1 year.
SECTION 3. Historian shall:
a. Maintain web site.
b. Keep on file a record of all competitions, including team winners, flight winners and runner-ups, held under the auspices of the Association.
c. Keep on file all Tournament Report Sheets for future reference.
d. Keep on file a copy of all the treasurer reports and secretary reports and any other documents pertinent to our organization for the archives each year.
SECTION 4. USGA Representative/Rules Chairperson shall:
a. Attend rules seminars.
b. Advise on rules/changes for the current year.
SECTION 5. WSGA Representative shall:
a. Help with the entry forms, fees, pairings, and recording of scores at our tournaments.
b. Be our contact person to the WSGA.
ARTICLE III DUTIES OF COMMITTEES
SECTION 1. EXECUTIVE COMMITTEE
a.
Shall conduct business
of the Association between meetings of the Board of Directors.
b. Appoint a nominating committee of three (3) members at the Spring meeting.
SECTION 2. NOMINATION COMMITTEE
a. Shall select a slate of nominees for offices to be presented at the annual
meeting. The committee shall attempt to avoid a concentration of officers
from any one area.
b. Shall make a written report of its selection to the Secretary who is to include
the list of nominees in the notice of the Fall meeting.
ARTICLE IV FINANCES
SECTION 1. The annual club/course/individual dues, which shall be determined by the Executive Committee and Board of Directors, are payable before tournament entry is accepted.
SECTION 2. The amount to be retained in the treasury as a working fund at the close of each fiscal year should be determined by the Executive Committee.
ARTICLE V TOURNAMENTS
SECTION 1. ELIGIBILITY
a. Any amateur female golfer shall be designated as an, “Amateur woman golfer.”
b. Club/Course Member. Any amateur woman golfer who is an active member of a recognized WWPLGA club/course, with a current one (1) year or less, USGA/WSGA Handicap Index and
1. Has resided in the State of Wisconsin one (1) year prior to the
opening of the Tournament. Or
3. Has established her residency (six [6] months and one [1] day)
for tax purposes in the State of Wisconsin one (1) year prior
to the opening of the Tournament. Or
4. Has residency in another state, must agree to not participate in any other state’s Championship Tournament. Signature required on entry form confirms this.
c. Individual Member. Any amateur woman golfer who has been accepted for membership by the WWPLGA Executive Committee and the Board of Directors and
1. Has resided in the State of Wisconsin one (1) year prior to the opening
of the Tournament Or
2. Has established her residency (six [6] months and one [1] day) for tax
purposes in the State of Wisconsin one (1) year prior to the opening of
the Tournament. Or
3. Has residency in another state, must agree to not participate in any other state’s Championship Tournament. Signature required on entry form confirms this.
d. Members at Large. For tournament eligibility only: private clubs upon
payment of dues are eligible to participate in all WWPLGA tournaments.
Each participant must be an amateur woman golfer who is an active member
of a WWSGA club with a current one (1) year or less, USGA/WSGA
Handicap Index and
1. Has resided in the State of Wisconsin one (1) year prior to the opening
of the tournament. Or
2. Has established her residency six (6) months and one (1) day for
tax purposes in the State of Wisconsin one (1) year prior to the
opening of the tournament.
Or
3. Has residency in another state, must agree to not participate in any other state’s championship Tournament. Signature required on entry form confirms this.
e. Senior Tournament Contestants are to be fifty (50) years of age or older on or before the opening day of the Senior Tournament.
f. Super Senior Tournament contestants are to be sixty two (62) years of age or older on or before the opening day of the Senior Tournament.
g. All present WWPLGA Officers will be exempt from the Tournament Handicap cutoff.
SECTION 2. RULES
a. All competitions shall be played in accordance with the USGA Rules of Golf, with such local rules as may be adopted by the WWPLGA and posted at the course where the competition takes place. Other modifications may be made by the Tournament Rules Committee, who shall settle any disputes pertaining to the Rules of Golf.
b. USGA approved balls only. Local Rule: Penalty waived from USGA of Disqualification, to a maximum of 4 strokes per day.
c. A tournament limit of not more than the 120 lowest handicap players will be in effect for all WWPLGA Senior and Championship Tournaments.
SECTION 3. TOURNAMENT COMMITTEE
a. The Tournament Manager shall be the Vice-President and
shall oversee all
tournaments. All tournament chairs shall provide written
reports to the President, Vice-President, and Historian. The tournament Committee shall be a minimum
of two members:

Tournament Chair
2.
Assistant Tournament
Chair
3. Rules Committee Chairperson if available
b.
The members shall
make all decisions pertaining to the tournament. The Vice-President of the WWPLGA shall vote in case of a tie.
c. The tournament chair shall be a member of the
Executive Committee.
ARTICLE VI AMENDMENTS TO THE BY-LAWS
The Executive Committee and Board of Directors shall have the power to alter, or amend, or add to these By-Laws, as it deems necessary.
ARTICLE VII PARLIAMENTARY AUTHORITY
Robert’s Rules of Order, latest revision, shall be the Parliamentary Authority to guide and govern this Association.
